The European Union o cially
replaced the European Communities as the 12
founding members signed the MaastrichtTreaty
– or theTreaty on the European Union, to give it
its formal title.The treaty had a di cult birth – it
was initially rejected by Denmark, referred to the
German courts and only squeezed through in France
– but it paved the way for the euro and the birth of
the eurozone.

European Exchange Rate
Mechanism on BlackWednesday,
less than two years
after joining
the euro’s
precursor, as the
government’s
